Description:   Opened: 2007-05-02 00:39 
Certain files after being extracted via the extraction option in the file
manager are not properly chown'd.  As a result, we have root:root ownership.

Thank you for the bug report.  This has been fixed in the development branch
and should make its way onto the servers during the nightly update at 3 AM EDT.
